Per una critica del vincolo esterno assoluto

Tra geopolitica e costituzione non corre buon sangue. Ma è un grave errore pensare che non vi sia un rapporto che li lega. Ogni costituzione poggia sugli effetti che un determinato assetto geopolitico ha prodotto e ne è condizionata. Cioè incorpora la questione della sovranità, come grande punto di contatto tra esterno ed interno, oltre che indicatore di autonomia ed esistenza politica, che non svanisce affatto con lo Stato costituzionale, ma piuttosto subisce delle metamorfosi. Una costituzione democratica rappresenta il patto fondativo di una comunità, non imposto dal di fuori, ma stipulato tra i suoi membri: è un patto con se stessi, cioè un vincolo interno. Vi è un nesso preciso tra introiezione del vincolo esterno e crisi del vincolo interno.

Non solo l'assolutizzazione del vincolo esterno non può compensare la crisi del vincolo interno, ma la porta all'estremo. Per questo l'Italia, che dal '92-'93 si è votata a tale logica, conosce una crisi profonda, che è sì politica e sociale, ma anche culturale e antropologica. [Testo dell'editore].

There is bad blood between geopolitics and the constitution. But it is a serious mistake to think that there is no relationship that binds them. Every constitution is based on the effects that a specific geopolitical structure has produced and is conditioned by it. That is, it incorporates the question of sovereignty, as a great point of contact between external and internal, as well as an indicator of autonomy and political existence. Sovereignty does not disappear at all with the constitutional state, but rather undergoes metamorphoses. A democratic constitution represents the founding pact of a community, not imposed from outside, but stipulated between its members: it is a pact with oneself, that is, an internal bond. There is a precise link between introjection of the external constraint and crisis of the internal constraint.

Not only can the absolutization of the external constraint not compensate for the crisis of the internal constraint, but it takes it to the extreme. For this reason, Italy, which has devoted itself to this logic since '92-'93, is experiencing a profound crisis, which is political and social, but also cultural and anthropological.
